The vision denotes the wish of some Member States not to join the process of a deeper integration among the other sates but to join them at a later stage. It is said that European Union does not need rigid rules approach to policies which stresses harmonizationGiven the existence of the Eurozone and the European Economic Area this could be the point to a more flexible integration model. The model is also known as Europe a la carte or Variable geometry and in its application Member States do have a number of common objectives but they are able to select policies
