Centre dmocrate humaniste (CDH)

The French-speaking CDH has one seat in the EPP-ED group in the European Parliament. Concerned by globalisation and the rise of euro-scepticism, the CDH promotes the construction of a federal Europe around two main ideals which are democracy and citizenship.

Firstly, the CDH proposes to promote a federal union as a means of democratising the institutions. The first ideal is based on institutional reform in order to improve democracy and efficiency. The CDH wishes to institute a federal EU with a democratically elected Commission President and a limited Commission with only fifteen commissioners. The European Parliaments powers should be broadened in regards to the co-decision procedure and the control of the budget. The CDH also wants to widen qualified majority voting and set up a system of closer cooperation. On the Constitution, the CDH wants to split the Constitutional treaty into one Constitution and one Treaty with different ratification procedures. Discussions on the content should be based on the principles of the draft Treaty with an additional protocol on economic and social rights.

Finally, the CDH proposes to settle the relationship between the EU and its citizens by setting up a European public space with real trans-European parties, the power to ensure subsidiarity on the Commissions proposals given to national parliaments, and the establishment of the European Economic and Social Committee as a spokesperson for civil society.
