The basic idea is that there should be the possibility of a partial entry into the European Union rather than the all or none decision to accept the whole ''acquis communautaire'' at one stroke. The European Union has four essential characteristics. FOCJ is the acronym for- F, functional, the new jurisdictions extend over areas defined by the tasks to befulfilled; O, overlapping the many different tasks (functions);C, competing communities in the CEECs; J, jurisdictions,the units straddling the CEECs and the EU are governmental in the sense that they have enforcement power and can, in particular, levy taxes.
