luxembourg and the constitutional treaty

Current status concerning EU Constitution:

Luxembourg ratified the EU Constitution after 56.5% voted 'Yes' in a referendum on 10 July 2005. 43.48% voted 'No'. The turnout was 86.8% (Obligatory voting)

Prime Minister Jean-Claude Juncker supports the idea that the Constitution be renamed as an institutional treaty or a Basic Treaty for Europe in order to appeal to voters who oppose it. (Financial Times, 17 March 2006)

16 June 2006: "The decision that was taken is to continue the ratification process", Prime Minister Jean-Claude Juncker declared after the EU Summit in Brussels (15-16 June), notwithstanding that other EU leaders clearly contradicted Mr Juncker's proclamation, most prominently British PM Tony Blair, Czech President Vaclav Klaus, Danish PM Anders Fogh Rasmussen and of course by the Dutch and French leadership. 05 May 2006: According to the Eurobarometer results:

- 71% think their country's EU membership is "a good thing" (highest)

- 32% chose "a common constitution" when asked to choose two from six options concerning what "would be most helpful for the Future of Europe" (third highest)

- 33% chose "a common constitution" when asked to choose two from six options concerning what "would strengthen your feelings about being a European citizen."
